wtf fix for sh prep

wtf didn't have this one.

wtf includes a version of OLOCA from 2003.  I downloaded the source package and
found how to get the new one, so I'm happy.  I did have to modify the makefile
to get it to work, though.

If this patch is accepted, maybe at the same time, a 2006 version of OLOCA would
go in?

Sorry but this is not a list for random patches to packages.
This is a list for submitting patches to the Cygwin DLL and the other
components of the "winsup" directory (if you aren't sure what this
means, then you shouldn't be sending email here).

Please use the main cygwin list for this type of thing.
