ssh- host-config issue

Hi,
   i am new user to cygwin i just installed set up file and i configure the environment variables with cygwin and JAVA_HOME and i am trying to execute ssh-host-config, it is giving -bash: ssh-host-config: command not found  please help on the same what might the problem encountered. please find the screen shot below
