Thanks for the solution, this fixed the same problem I encountered after installing X11.

I was installing ImageMagick for first time, and Setup.exe hit the abovementioned error.
Setup.log.full contains these relevant lines:

2013/02/16 21:31:27 running: C:\Programs\CygWin\bin\bash.exe --norc --noprofile "/etc/postinstall/pango1.0.sh"
/etc/postinstall/pango1.0.sh: line 1: /etc/pango/pango.modules: No such file or directory

After creating the /etc/pango directory, restarting the script caused no
errors.
