[PATCH] libc: Replace i386/sys/fenv.h symlink with an #include shim

Excuse my ignorance, but is this acceptable?  I'm not sure
what actually happens with these files, but it'd be nice to
get rid of the last symlink in the repo.

This patch should go to the newlib mailing list, not here.  Please add a
bit more context than just the SHA-1 in the commit message and ideally
plewase CC Joel Sherrill, the author of the original patch.
